Replacing your existing grass with organic, drought tolerant landscaping has a new added benefit – five of them to be exact!  Turf Replacement Program applicants are now eligible to receive $100 per new tree installed, for a maximum incentive of up to five trees, in addition to the $4 per square foot turf replacement incentive. EMWD is partnering with the City of Perris to bring future water and sewer services to more than 4,000 customers currently served by the City of Perris Water & Sewer Division. EMWD is proud to serve nearly 1 million people in western Riverside and northern San Diego counties. We will provide that same level of service to our newest customers in Perris while ensuring there is no financial or service level impacts to our existing customers. Did you know? EMWD’s recycled water helps irrigate more than 100 parks and schools throughout its 601-square mile service area. In addition to recreation, about two-thirds of EMWD’s production is used for agriculture. With significant urban development anticipated in the coming decades, EMWD is prepared to make use of the increase in recycled water production through Groundwater Reliability Plus. EMWD customers will notice an Infrastructure Availability Charge/Assessment on their property tax bills in December. This annual assessment is used to equitably share the cost to expand and maintain infrastructure necessary to provide water and sewer service to all properties in EMWD’s service area.

EMWD encourages families to responsibly dispose of fats, oils and grease (FOG) that are the byproduct of fatty meals such as turkey, roast beef, and bacon. When FOG cools, it hardens in drain lines and causes blockages, which is costly and can lead to sewer spills or line breaks. To properly dispose of FOG, customers should pour it into a can or wipe the cooled pan with paper towels and dispose of it in a waste bin. EMWD understands the financial hardships that our customers may experience as a result of COVID-19 and we are committed to working in partnership with those who have been impacted by the pandemic. EMWD has initiated the process to realign its Board Director divisions in response to population data from the 2020 census. This process is done every 10 years to ensure population equity across director division boundaries. EMWD will host its second public hearing at a Board meeting in February to select a preferred director division plan for final adoption by the Board. The public may participate in this process and learn more at www.emwd.org/redistricting.

Due to regional emergency drought declarations, EMWD moved into Stage 3a of its Water Shortage Contingency Plan on Nov. 17, 2021. With a focus on eliminating water waste, Stage 3A suspends variances for establishing new landscaping, filling of swimming pools, or leaks not repaired within 48 hours. EMWD thanks customers who are maintaining their individualized water budgets and urges customers who are exceeding their water budgets to eliminate wasteful practices.

California officials are asking for voluntary conservation and EMWD is currently in Stage 2 of its Water Shortage Contingency Plan, which asks for 25 percent voluntary conservation. As a reminder, the statewide moratorium on water service shutoffs ends on September 30, 2021 and EMWD late fees will resume for delinquent accounts starting September 1, 2021. EMWD is here to help by offering programs to assist customers, including increased the funding available through its Help2Others program to $200 per qualifying customer. EMWD uses standby/infrastructure fees to expand and maintain infrastructure of water and sewer facilities within its service area. The purpose of the standby/infrastructure fee is to equitably share the cost of having water and sewer available to all properties in EMWD’s service area.

This fee is assessed annually and provides funding to construct, expand, or improve Capital Improvement Projects and for maintenance of water and sewer facilities. The purpose of “Standby” fees are to equitably share some of the cost of having water and sewer available to all properties within EMWD’s service area boundaries. Did you know that “flushable” wipes should not be flushed? When the wipes are placed into the sewer system, they do not break down like toilet paper does. Instead, they can remain intact for years while submerged in water and can cause blockages in our wastewater collection system. EMWD encourages you to be Sewer Smart and never flush wipes down the drain.

A few new year reminders: 1) January bills include 2020 rates for water and sewer customers that were approved by EMWD’s Board of Directors in June 2019 in compliance with Proposition 218 requirements. 2) On January 8, 2020, check out “My Account” – a one-stop customer service portal that will incorporate our online billing and payment functions with monthly, daily, and hourly water use information.

EMWD treats more than 45 million gallons of wastewater each day, and is one of the few agencies that achieves 100 percent beneficial reuse. The State Water Resources Control Board is expected to provide a drought update on February 8. SEWER CUSTOMERS
Please remember that what goes down your drains – both inside and outside your home – goes into the sewer system. To help prevent blockages and sewer spills, please keep your drainage pipes free from fats, oils, grease and other substances that can clog up pipelines such as paint, cement, etc. The same applies to contractors…cement, stucco, and pool grout tools should not be cleaned into the sewer and waste material must be disposed of properly.

WATER ONLY CUSTOMERS
As the drought continues, we encourage all customers to stay within water budgets. Doing so will help reduce EMWD’s overall water use by 20 percent compared to 2013. If you’ve let your landscape die, please don’t replant in Summer. Consider planting a water-efficient landscape in the Fall instead. For more information, please visit www.emwd.org/drought.
