EMWD’s Recycled Water Program provides an important service to agricultural and irrigation customers and is an integral component of EMWD’s total water supply portfolio.

The use of recycled water benefits EMWD’s water supply portfolio by decreasing pressure on our local groundwater basins. 

Recycled water also plays an important role in achieving EMWD’s goal of developing a more drought-proof and sustainable water supply for customers. EMWD’s recycled water system currently receives and treats more than 49 million gallons of wastewater each day at its four operating regional water reclamation treatment facilities. The treated water is then distributed throughout the service area, through more than 200 miles of pipeline.  

In 2022, EMWD completed a Recycled Water Rate Study to evaluate the costs and benefits of EMWD’s Recycled Water Program and align rates to directly reflect those costs and benefits. The Board of Directors approved and adopted the rate methodology presented in the study for future Recycled Water Rate increases. 

During a public hearing on Wednesday, November 1, 2023, the EMWD Board of Directors approved the Recycled Water Rates for 2024 and 2025. 

The Approved Recycled Water Rate Reflects:  

• No rate increases for agriculture rates for calendar years 2024 
• Approved 3 percent increases for agriculture rates for calendar year 2025 and; 
• Approved 3 percent average increase for other recycled water rate classes in 2024 and 2025. 

Approved rates will be reflected on bills dated on or after January 1, 2024.
